NDP Convention 2023 FAQ

Below are approximate times for Convention:

Friday October 13th
Start at 12:30pm ET
End at 5:00pm ET
There will be meetings and events immediately following the end of plenary session including a Canvassing in Hamilton and a local Hamilton Fundraising social later in the evening.

Saturday October 14th
Start at 9am ET
End at 6:00pm ET
There will be meetings and events immediately following the end of plenary session and fundraisers/events into the evening

Sunday October 15th
Start at 9am ET
End at 1:00pm ET
There will be a meeting of the newly elected Federal Council after adjournment, no other meetings

NDP members in good standing that are selected by their EDA or affiliated youth or labour organization, through a voting process, can attend convention.

Contact your local Electoral District Association or Labour Organization to find out more info on the process to obtain credentials.

Nonmembers may attend by purchasing an Observer Pass that will give them access to the plenary floor but no ability to vote or participate in the meetings.

Delegates to the NDP convention are elected by the local Electoral District Association, Youth, or Labour affiliates. You’ll need to connect with your Local EDA or Labour Organization. If you’re not sure how email organize@ndp.ca

Registration fees are eligible for tax credits and count towards your individual donation limit to a political party. If you are already a max donor (you give $1700 this year) and you received delegate credentials from your association please email convention@ndp.ca for more information on how to register without paying.

Childcare is available at the Hamilton Convention Centre during main plenary programming. Please indicate when you register that childcare services are required to reserve a spot. Advance registration for childcare is required.

We strive to make our NDP Conventions accessible to everyone. Some accessibility initiatives you can expect at Convention are larger aisles in the plenary room, availability of ushers to provide assistance, reserved seating, mobile microphones, access to a quiet room, digital documents or print/alternative format documents by request, English and French interpretation, closed captioning services in all sessions and additional accommodations are available upon request.

If you have a specific accessibility request or want more details on services offered, please don’t hesitate to submit that here. Please submit requests by September 13th to ensure availability of services.

Resolutions are to be submitted to your EDA ahead of the resolution deadline of August 16th. Contact your EDA President for details on how to submit a resolution to them and find out if there are any local deadlines. If you need help contacting your local EDA President, contact organize@ndp.ca.

The 2021 Policy Book is currently available on the website. The Policy Book for this convention will be shared after the deadline for submission of resolutions on August 16th and before the convention starts.

Final booklet will be made available ahead of the convention but after the August 16th submission deadline.

Youth members are determined by the provinces but generally are considered members 26 years of age and under.

Applications are now open for those delegates from equity seeking groups that could use a little financial support to attend Convention through the Travel Subsidy Program for delegates from equity seeking groups to apply for financial assistance to attend Convention.

The amount that each individual will receive will be based on how far away from Hamilton they live and how many people apply to the program. You’ll find more details on the submission form which you can fill out online to submit your application.  Applications close September 18th.

On October 4th, online voting will begin for a 24h period from 12:00pm ET to 11:59am ET on October 5th. Delegates will be asked to rank their top 10 resolutions in each section. Prioritization will occur through a digital voting system, delegates will receive their specific login information before October 4th.

Submitted Resolutions will be available for delegates to review ahead of the October 4th prioritization vote, once the Federal Council Policy Committee has completed their review.

The emergency resolution submission deadline is Thursday October 12th at 12:30pm ET. You can submit emergency resolutions to convention@ndp.ca with the subject line 'Emergency Resolution Submission'.

An emergency resolution is defined as a resolution of an urgent, unforeseen, and pressing nature on an issue which emerges after the Convention resolution deadline which was August 16, 2023. An emergency resolution is submitted to the Policy Development Committee. The Policy Development Committee will rule on whether the resolution is an emergency resolution and only those resolutions deemed emergency resolutions may be put forward to the Convention. The committee will determine if this resolution could have been submitted before the deadline and if it is urgent for the party to debate this emerging issue. If an event or issue could have been foreseen to happen before the resolution deadline it may be considered out of order and not fit the new and urgent description.

Emergency resolutions must follow the guidelines for resolutions, respecting a “where as” word count to 50 words and “be it resolve” word count of 100 words.

Within our Party, we work to create a climate that is respectful, safe and inclusive, where we all feel welcome and valued, and where we are supported to make our contribution and support others to make theirs. Behaviour that is inappropriate and unacceptable undermines our strength and solidarity.  We will not tolerate conduct that undermines the dignity or self-esteem of any individual. Discriminatory speech or conduct that is racist, sexist, transphobic or homophobic hurts and divides us. So too does discrimination on the basis of ability, age, ancestry, religion, language, class or family status. As New Democrats we commit to creating an environment free of harassment and discrimination.
